Почему ВКонтакте не трогают американские правообладатели?

1) Пошел на страничку к Oxxxymiron https://vk.com/audios236062161 и выдрал урл на его же песню Признаки жизни

2) Урл - https://cs9-3v4.vk.me/p20/e3aa9a829388be.mp3

3) Делаю HEAD-запрос с локального компа (Амстердам) --- получаю HTTP/1.1 200 OK HTTP/1.1 200 OK

4) Делаю тот же запрос с американского сервера --- получаю HTTP/1.1 404 Not Found HTTP/1.1
